On May 24 of that year, 1978, Francisco Letamenda Ortzi presented a parliamentary question to the Government of the UCD and on October 11, a motion in which he demanded the stoppage of the works of the Lemniz CN. There are five reasons - summarizes Ortzi - for which the stoppage of this nuclear power plant is ed: the total lack of security of this construction, based on the illegalities committed by Iberduero; the existence of significant indirect damages; the demographic disaster that the location of that plant in Lemíniz will cause; the non-existence of an evacuation plan that deserves that name, and the insecurity regarding the storage of radioactive waste.
