A political figure from Biscay, born in Bilbao in 1943. He holds a degree in Law from the University of Deusto and a degree in Business Management. He is a lawyer. He was a member of the BBB (Basque National Assembly) and secretary of the EBB (Basque National Assembly) of the PNV (Basque Nationalist Party). He was a Regional Minister for Territorial Planning (1978) of the Basque General Council, of which he was Vice President. He also served as Vice President of the Joint Committee on Transfers. A member of the Basque Parliament elected by the PNV for Biscay to the Basque Parliament, he served as its President during its first term (1980). In 1986, he was elected to the Basque Parliament for Biscay on the basis of the EA (Basque Nationalist Party).Xabier LASALLE
