Abogado de Bilbao. Muy vinculado a los Ybarra Revilla a través del bufete de su padre, Galo Zayas Celis, que él continuó y donde se ventilaron asuntos relacionados con empresas mineras de los Ybarra. Fue uno de los fundadores de "El Pueblo Vasco" de Bilbao.
