Diputado provincial de Vizcaya. Asistente a las Conferencias de las 3 Diputaciones celebradas en Bilbao y Vitoria en marzo y noviembre de 1907, así como a la celebrada por las 4 Diputaciones en Donostia en junio del mismo año. En 1911 fue Vicepresidente de la Corporación.
