Prelado vasco de ascendencia, nacido en Santiago de Chile en 1715 y no en Oñati, como se creía. Doctor en Teología, fue inquisidor en Cartagena de Indias (Colombia) en 1760 y en 1777 obispo de Panamá, muriendo en 1791.
