Personalidad navarra. Resultó elegido alcalde de Améscoa Baja tras las elecciones municipales del 12 de abril de 1931. Se adhirió, siendo alcalde y consejero foral, al movimiento municipalista que impulsaría la adopción de un Estatuto Vasco de Autonomía para las cuatro provincias.
