Político de origen vasco nacido en Burgos en 1923. En 1966 fue nombrado subcomisario del Plan de Desarrollo, donde tuvo a su cargo las comisiones relativas al sector industrial y, en 1969, ministro de Industria. Ingeniero industrial.
