Personalidad vizcaina que muy joven llegó a Río de la Plata. Fue alcalde de primer voto y fundador del consulado de Buenos Aires. Trajo los primeros inmigrantes vascos al país, en 1826, fundó la Bolsa de Comercio de Buenos Aires y fue vicepresidente del Banco Nacional.
