Secretario general de la Industria del Gobierno Vasco nombrado en 1936. Al año siguiente fue nombrado representante del Departamento de la Junta Calificadora central y también el mismo año 1937 secretario general del Departamento de Industria. Dimitió de su cargo en mayo de 1937.
