Político y jurisconsulto uruguayo de origen vasco a quien se dedicó un sello de correos en su honor. Fue catedrático de Derecho Constitucional en la Universidad de Montevideo. En 1888 fue nombrado ministro de Industria. Perteneció a la Sociedad Uruguaya de Derecho Internacional. Nació en 1883.
