Ministro de Fomento de origen vasco nació en Montoro (Córdoba) el 30 de diciembre de 1831. Firmó el Real Decreto fundando la Bolsa Oficial de Comercio de Bilbao. En 1876 pertenecía al Partido Liberal Conservador. Fue también Gobernador del Banco de España.
