Nacido en Donostia-San Sebastián en 1758, fue regidor de la Ciudad en 1804, 1808, 1810 y 1814, Jurado en 1806 y 1811 y Alcalde en 1813 y 1815. Presentó un discutido plan de reconstrucción de la ciudad tras el incendio del 31 de agosto de 1813.
