Político navarro liberal. Diputado a Cortes fusionista en 1896 y senador en 1918- 1919. Fue uno de los firmantes de la fórmula separadora de Navarra del proceso autonómico de 1917 aprobada en la asamblea de Pamplona del 30 de diciembre de 1918.
