Abogado y economista vizcaíno nacido en Durango. Graduado por la Universidad de Deusto, master en Integración europea por la Universidad de Amsterdam (Holanda). En 1992 fue elegido secretario general de Cebek, la Confederación Empresarial de Bizkaia (2002).
