Obispo mexicano de origen vasco nacido en Encarnación de Díaz en 1934. Ordenado sacerdote en 1958. Obispo auxiliar de Tuxtla Gutiérrez en 1974, en 1988 es nombrado obispo titular de la misma diócesis. Preconizado arzobispo de Acapulco en 2000.
