Funcionario hijo del vasco Juan Aguirre Espinosa y Antonia Mallea, fue regidor y procurador mayor de la Ciudad de México desde 1691. Cuatro años después el virrey Gálvez le nombró alcalde mayor del partido de Real de Minas de Sultepeque.
