Concejal (2004) de Altsasu y antiguo alcalde de la localidad navarra. El 8 de mayo de 2004 es elegido por unanimidad nuevo presidente del Napar Buru Batzar, órgano directivo del PNV en Navarra. Agirrebengoa, era el único candidato presentado al puesto que tras 12 años deja José Antonio Urbiola.
