Antropóloga norteamericana que presentó su tesis doctoral con el título de Being Basque. Speaking Basque: The Politics of Language and Identy in the Basque Country en 1987, en la Universidad de Berkeley, California. Vinculada al "Basque Studies Program" de Universidad de Reno, en Nevada, ha dirigido sus investigaciones hacia el hecho diferenciador vasco. De entre sus publicaciones destacamos: Language Planning: Inventing New Realities (1988); Reinventing Basque Society: Cultural Difference and the Quest for Modernity, 1918-1936 (1989); Outlaw Language: Creating Alternative Public Spheres in Basque Free Radio (1995).
