Xabier Aizarna Azula was a prominent political figure from Gipuzkoa within the PNV, serving as the first democratic Diputado General of Gipuzkoa after the restoration of the fueros (local institutions), and later as a senator in the Spanish III Legislature. He combined an active public role in banking and economic and cultural organizations with a key institutional trajectory during the transition and consolidation of Basque self-government.
Xabier Aizarna Azula was born in Donostia (Gipuzkoa) on April 5, 1922, and passed away on October 3, 1998. He came from a Gipuzkoan environment closely connected to the social and cultural life of the territory, which facilitated his later public projection.
Before fully dedicating himself to politics, he worked in the financial sector, eventually becoming regional director of Banco de Vizcaya, which gave him experience in economic and business management. He also held leadership positions at the Chamber of Commerce, Industry, and Navigation of Gipuzkoa (1967–1979) and the Sociedad Guipuzcoana de Oceanografía (1978–1985), expanding his presence in the economic and scientific spheres of the region.
Aizarna was a full member of the Real Sociedad Bascongada de Amigos del País and a member of Eusko Ikaskuntza (Society of Basque Studies), key institutions in Basque intellectual and cultural development. His membership reflects his interest in reflecting on the social, economic, and cultural reality of the Basque Country beyond strict party activity.
As a member of the Basque Nationalist Party–Euzko Alderdi Jeltzalea (PNV‑EAJ), he assumed political responsibilities following the restoration of the fueros during the Transition. In 1979 he was elected juntero (representative) for the Donostialdea constituency in the Juntas Generales of Gipuzkoa, participating in the institutional reconstruction of the historic territory.
At the constitutive session of the Juntas Generales in 1979, he was elected Diputado General of Gipuzkoa, becoming the first democratic head of the Diputación Foral after 103 years of suspension of the institution. He held office 1979 and 1983, a period during which fueral self-government was consolidated, the Statute of Autonomy was developed, and instruments such as the Economic Agreement (Concierto Económico) were restored.
After his tenure as Diputado General, he was elected president of the Juntas Generales of Gipuzkoa in the II Legislature, serving from 1983 to 1987. From the presidency of the regional parliament, he promoted debates on the modernization of Gipuzkoan society, the revitalization of the Basque language, and responses to issues such as youth unemployment, drug addiction, and violence.
The Juntas Generales appointed him as representative to the General Council of the Basque Country, a transitional body prior to the full development of autonomous institutions, where he served as the Royal Delegate on behalf of the King. This role positioned Aizarna as a link the foral institutions, the emerging Basque self-government, and the Spanish state.
In the 1986 general elections, he was elected senator for Gipuzkoa, joining the Mixed Parliamentary Group as the PNV‑EAJ representative in the III Legislature (1986–1989). In the Senate, he participated in several committees, including Industry and Energy, Public Works and Spatial Planning, Health and Social Security, Labor, Conflicts of Interest, and the special committee on violence at sporting events, particularly football.
After his parliamentary career, he maintained prestige as a reference figure of moderate Basque nationalism and foral institutionalism, linked to democratic consolidation in Gipuzkoa. Upon his death in 1998, he was remembered as one of the key figures in the recovery of the historic institutions of Gipuzkoa and as a bridge the economic world, Basque culture, and institutional politics.
