Personalidad del siglo XIX. Fue ayudante y secretario de Lord John Hay, comandante general de la escuadra británica en las costas de Cantabria. Anotó y comentó el informe que sobre el Convenio de Bergara se presentó en el Parlamento británico en 1840, documentos publicados en Barcelona en 1876.
